# 2.3.1 Create inclusive innovation incubators.

Create inclusive innovation incubators, specifically targeting communities that have not had access to the infrastructure that makes early-stage entrepreneurism viable. These could be financed by state agencies administering WIOA funding offering waivers to local workforce regions.
